Starting July 1, new legislation in California, known as SB 478 or the "Honest Pricing Law" (also referred to as the "Hidden Fees Statute"), brings change to the travel industry alongside many other industries.
It prohibits the practice of advertising a lower price and then adding hidden or unexpected fees at the end of the transaction
It applies to any company doing meaningful activity in California and covers a wide range of charges and fees.
This change is a game-changer for both consumers and travel advisors, providing greater transparency and simplifying the comparison of travel packages.
What’s Changing in the Travel Industry?
Historically, many consumer-facing travel websites have displayed initial prices that exclude taxes, fees, and other additional charges. This practice often results in a misleadingly low upfront cost, only for travelers to face a higher final bill once all the extras are added. This lack of transparency makes it challenging for consumers to accurately compare prices between different suppliers. I find myself often educating potential clients why the pricing I've provided is "higher" than what they're seeing themselves.
The Honest Pricing Law mandates that all travel advertisements and sales must display the full price, inclusive of all mandatory fees and taxes, right from the start. This shift means that the price you see will be the price you pay, without any hidden surprises.
Why This Is Great News for Consumers
1. Transparency and Trust: Consumers will now see the complete cost of their travel options upfront. This transparency helps build trust in the travel industry, as customers will no longer feel blindsided by unexpected charges.
2. Easier Comparisons: With all suppliers required to disclose the full price, consumers can more easily compare different travel options. Whether you’re choosing between different cruise lines or tour packages, you'll have a clearer understanding of which offers the best value.
3. Better Budgeting: Knowing the full cost from the beginning allows travelers to budget more effectively. There’s no need to guess at the total amount or worry about additional charges derailing your travel plans.
Benefits for Travel Advisors
As travel advisors, we’ve always prioritized providing our clients with complete and accurate pricing. The new legislation aligns with our commitment to transparency and integrity. Here’s how it benefits us:
1. Consistency in Pricing: With all suppliers required to display full prices, our clients can see that the prices we quote are consistent with what they see on consumer-facing sites. This reinforces our reliability and professionalism.
2. Simplified Planning: We can now spend less time explaining additional costs to clients and more time focusing on crafting the perfect travel experience. This streamlines the planning process and enhances client satisfaction.
3. Competitive Edge: Clients will appreciate our honesty and continue to rely on our expertise. Many of my clients do not select the entry level room/cabin category and it's my job to match them with the appropriate cabin based on their budget and travel profile. These clients should note it is expected marketing will still reflect the entry level rate. Additionally, the spa, drink packages, excursions... will continue to be available at a separate cost. Using my services we discuss and clarify everything upfront so there are no surprises.
Current Trends and the Future

For travel advisors, this means an opportunity to strengthen client relationships and demonstrate our value. By consistently providing clear and comprehensive pricing, we help our clients make informed decisions and enjoy stress-free travel planning.
